![]() ![]() The mains power cable being still connected to the power supply, keeps the power supply grounded through the earth wire of the mains cable, if you plugged the cable into an outlet with earth pin. Now if the power supply has an on-off button, you can disconnect the whole power supply from the mains, which turns off that tiny section of the power supply which provides 5v stand-by and the power supply is basically disconnected from the power cable, it's a physical/mecanical switch, the cable with electricity is interrupted. In a few seconds from the moment the system is shut down, all the large capacitors that hold dangerous electric charge will discharge by themselves, the small section is independent in most power supplies. All the other components in your system are practically disconnected from the power supply. At this point the main part of the power supply is already turned off, just a tiny section is still running providing 5v stand-by to the chipset of the motherboard and maybe a few usb ports in the back, for functions like "Wake on LAN" or "Wake on key press".
